MCCSC middle and high schools are currently open from 8:00 am to 2:55 pm and primary schools from 9:00 am to 3:45 pm. In this two-phase program, the corporation needs 140 drivers to complete the staff. Now there are almost 80.

MCCSC is one of several transportation systems across the country with a shortage of school bus drivers. Not only does this put stress on the rest of the MCCSC drivers, it also puts students and their families in dangerous and sometimes dangerous situations.
Earlier this week, MCCSC mom Kelly Pittner posted a photo to Facebook of her daughter's bus transporting students from Bloomington North High School and Tri-North Middle School. The photo shows rows of students sitting on the floor of the bus, blocking exits without seats.

Students are often picked up so late that school has already started when they arrive. Last month, 32 buses were delayed, Terwilliger said.
Some remaining bus drivers have complained of what they see as disrespect from the Federal Department of Transportation and have criticized their hourly wages, which they say do not reflect the work and emotional pressure they put on their plates.

The new system will require fewer buses and lower replacement costs as buses age; The money saved will be used to increase the driver's pay at the request of the American Federation of State, County and Municipal Employees Local 3995. "We wipe our noses. We tie our shoes. We dry the tears. Sometimes they are ours," he told the council. "We fight, it happens. We build relationships. It doesn't take long to build relationships with kids."
He said he once helped a student with suicidal thoughts. To a student struggling to find a way to pay for college, he explained the difference between grants and loans. A student told him that one day he wanted to be a bus driver.

"I resigned … not because I wanted to, not because of the road, not because of Covid, not because of school hours, none of that," he said. "I'm sad. The Department of Transportation core needs to be fixed."
MCCSC has been working with Colorado consulting firm School Bus Logistics since October 2021 to help find ways to alleviate the driver shortage.

That included an effective route study, an assessment of the impact of changing the start and end times of the school day, and a public survey that received about 2,800 responses, Terwilliger said.

Although the company has been working on the school for about six months, the survey wasn't sent out to parents until about two weeks ago.

The survey asked whether families would be comfortable with different start and end times, from an hour earlier to an hour later. The survey did not allow respondents to respond on behalf of many children.
About half of respondents said they felt uncomfortable starting school 15 minutes early, and about half said they felt uncomfortable starting school 30 minutes later. However, the survey showed that respondents were more comfortable finishing elementary school later than high school.

"While a 60-minute extension is required/recommended for current hours of operation, we recommend a minimum of 45 minutes for the county to establish fully staffed bus routes under these circumstances," the company's brief reads.
The company also suggested other measures, such as redesigning transportation infrastructure to "increase safety and efficiency in line with industry standards".

Some school districts across the country, including the Martinsville Metropolitan School District, have changed start times between elementary, middle, and high schools in recent years.

Superintendent Jeff Hasswald acknowledged that while the changes will help recruit new drivers, the agency may not reach the 140 drivers needed for the two-tier system.

Ten parents and bus drivers spoke about the buses during the council's public comments on Tuesday. They expressed their concern about the issue on the news program. A father was escorted through security to be sworn in by council members.
Many parents objected to some primary schools starting at 9.30 am, leaving working parents wondering how to care for their young children while they wait for the bus. Others feared that a late departure would cut into extracurricular activities and children's time to relax.

As programs change, MCCSC plans to keep preschool care open the same hours as before. This means that the child can be brought to school at 7 am, even if the lesson starts.
The organization also plans to double down on the preschool program and use middle and high school emergency funds to provide free or discounted lunches to any eligible family.
Board member April Hennessy suggested that the board plans to communicate more with families about the new classification system using measures such as town halls.

He said, "I think it's important that we talk more about the transition." But we have to do something. … If it doesn't solve all of our problems for everyone in the state, it can solve a lot of problems for a lot of people."
