The campus is one of the few places in the world outside of Bhutan or Tibet where buildings have been created in the Dzong style of architecture. It sits on a hill overlooking the Rio Grande River with Ciudad Juarez on the Mexico-US border.
On April 16, 1913, SB 183 was signed by the governor of Texas and funded a new academic institution that would become UTEP, making it the second oldest college institution in the University of Texas system. The school officially opened on September 28, 1914 with 27 students in a building formerly owned by the El Paso Military Institute on a site adjacent to Fort Bliss on Lanoria Mesa. The school was established in 1913 as the State Mining and Metallurgical School.

On October 29, 1916, a devastating fire destroyed and replaced the original school building. Notable events at UTEP include the nation's first Peace Corps training in 1961, construction of the Sun Bowl Stadium in 1963, and NCAA basketball tournament victory in 1966.
In 1967, the 60th Texas State Legislature designated the University of Texas as the University of Texas System, changing the school's name to The University of Texas at El Paso.

Although the 1967 Act specified "UT El Paso" as the school's official abbreviation, the school is commonly known by its brand name "UTEP".
Known as the Miners since the school opened in 1914, TCM students drew a large "M" for the Franklin Mountains Miners in 1923. It was later moved in the 1960s to a location adjacent to the Sun Bowl Stadium, where it remains today.

The school excelled in science and sports. In 1969 UTEP won its first NCAA M cross country championship. In 1974, UTEP's first doctoral program in geology was approved. Also in 1974, UTEP won the first NCAA M Indoor Track and Field Championships. In 1975 UTEP won the NCAA M's outdoor and indoor national championships. UTEP is one of the few universities to have won at least 21 NCAA national championships in multiple sports.

The campus was expanded in 1976 with the completion of the Engineering-Science Complex. In the same year, the College of Nursing was established. In 1977, the 12,000-seat Special Events Center (now Don Haskins Cter) was built for sporting events, live concerts and other performances. In 1982, the Sun Bowl Stadium was expanded, increasing its capacity to 52,000. The university's sixth floor library was first opened to the public in 1984.
In 1988, Diana Natalicio became UTEP's first female president. When he resigned in August 2019, he was the longest serving chancellor of a major public research university. In 1989, UTEP's second doctoral program (electrical engineering) was approved. Doctoral programs in computer science, psychology and human sciences, and medical engineering followed in 1991, 1993, and 1995, respectively. The university's joint doctoral programs in pharmacy and nursing began in 1996 and 2000, respectively. Life Science Doctoral Course was established in 1997 and History Doctoral Course was established in 1999. Doctoral programs in international business, civil engineering, rhetoric and writing began in 2003.
