When contacted, Ferris said that his correspondence with Powell was solely regarding the terms of the industry contained in the RFP.

"Matt Dean, the District Director of Construction Management, indicated that he would like us to speak directly with Mr. Powell about this. At the time, I understood that Mr. Powell was developing an RFP and that he would like to hear from us on industry regulations. Help and guidance was needed," Ferris said in a statement, adding that he never interviewed anyone on his SLED team.

In 2012, the school board paid Cardnow Tech $875,000 for a district-wide evaluation that showed a need for four new schools before the project was put out to bid. Ferris's firm submitted a conceptual design plan but was not the final bidder for the four planned schools.

That didn't stop him from having a conversation with then-facilities executive director Matt Dean and Powell in the summer of 2014, when emails revealed he laid out his idea for energy positive schools, meaning they use more energy than they use. produce more energy. In those 2014 emails, Ferris offered to proceed without a bid to implement his single-vendor idea into energy-positive schools and to ensure that his company got the job, but the schools submitted anyway. Did.
